【摘要】:1.1Thisstandardwasinitiatedtomeettheneedsofregulatoryprogramsforthecertificationofmanufacturedbuilding.Thevariousstatutesdiffersomewhatintheresponsibilitiesassignedtotheadministrativeagencyresponsibleforimplementingtherulesandregulationsformanufacturedbuilding.Theadministrativeagencymayutilizetheservicesandfacilitiesofbuilding-evaluationagenciesincarryingoutitsresponsibilitiesforevaluatingmanufacturedbuildingsystems.Byprovidingcriteriaforevaluatingtheseagencies,thisstandard'sobjectiveisto(1)utilizethevoluntarystandardssystemtoprovideacommonbaseforthevariousregulatoryapproachesemployedbytheauthoritieshavingjurisdiction,and(2)makeprovisionforvaryingdegreesofoptionaltechnicalsupportforthecertificationofmanufacturedbuilding.1.2Toestablishanappropriatedegreeofintra-andinter-statecredibilityregardingbuildingsystemevaluationsmadethroughgovernmentalorprivateagencies,theauthoritieshavingjurisdictionmaywishtoutilizeanaccreditationprogramforsuchagencies.1.3Building-evaluationorganizationsexaminedunderthisstandardmayincludebothgovernmentalandprivateagenciesqualifiedtoactonbehalfofthepublicasdesigneeagents(thatis,agencies)ofthegovernmentofficehavingjurisdiction.1.4Thisstandardcoverscriteriabywhichthetechnicalresourcesofagencies,bothgovernmentalandprivate,maybeevaluatedfortheircapabilitytoperformthesystemanalysisorcomplianceassurancefunction,orcombinationthereof,intheevaluationandinspection(certification)ofmanufacturedbuilding.PracticeE651maybeusedfortheevaluationofsuchagencies.1.5Thesecriteriasetforththeminimumpersonnelrequirementsandthetechnicalandorganizationalproceduresrequiredforagenciesengagedinevaluatingmanufacturedbuilding.Othercriteriasuchasindependence,financialstability,andobjectivitymayneedtobeconsidered.1.6Criteriaareincludedforagenciesevaluatinginnovativeaswellasconventionalbuildingsystems,againstapplicablerequirements.1.7Agenciesinvolvedintesting,qualityassuranceandevaluatingbuildingcomponentscanbeevaluatedbyusingPracticeE691.1.8Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
